00:00:00In rates over time.
00:00:02We were -- we agreed we were getting that.
00:00:05From time to time, capital fw will be very troublesome.
00:00:09The fund has shifted its thinking on the matter.
00:00:13We of all shied our thinking as to what is a sensible toolkit fws there was a recogni where you face severe volatility, some form of management of those capital work is not due to your own domestic policy -- where it is not due to your own domestic policy, but a global capital markets, some management is ere agreed to on all sides.
00:00:53I found that quite encouraging.
00:00:55We have moved some distance and the last year on this issue.
00:01:03>> There is work that will continue to be done so that we can really analyzed in-depth the relationship between movement of capital flows and monetary policies.
00:01:16That was another matter that was of interest.
00:01:20There is evidence of a close relation between the two.
00:01:24Since you are from mexico, let me say that we have had an extraordinary collaboration with the mexican presidency.
00:01:33I am sure it is due to the president's focus and supports on the g-20.
00:01:44This has been a great work experience for us.
00:01:48>> I was pointing to this gentleman in the second row.
00:01:53>> Thank you.
00:01:54>> I'm sorry.
00:01:55Right here.
00:01:58Next to you.
00:02:01>> Thank you.
00:02:03I am from singapore.
00:02:06A question on economic reforms.
00:02:08With the imf prefer to see a list of u.s. sanctions?
00:02:17-- Lift of u.s. sanctions?
00:02:21What else would they be looking to do?
00:02:24>> [Inaudible] >> just like everybody from singapore, you are really fast.
00:02:36Your question about the advanced economy, u.s. and europe?
00:02:42>> Maine and mark.
00:02:44>> -- Me and mark.
00:02:47>> We do not brad much about what we do.
00:02:52On this particular case, others would have.
00:02:55We have been behind the scenes discreetly helping the monetary authorities in relation to the most recent currency reform.
00:03:07We have been working with the central bank on that very actively.
00:03:13It is a tribute to them that they have made this change.
00:03:17It was done april the first and it has been so successful.
00:03:25We will continue to provide assistance that they need.
00:03:29This is happening, you know, on a daily basis.
00:03:36>> [Inaudible] >> some of the sanctions have been lifted already.
00:03:42There is a momentum that is clearly initiated.
00:03:46My dearest hope is that it continues.
00:03:49>> One last question.
00:03:52We bring in several journalists to washington.
00:03:57I would like to -- thank you.
00:04:03>> You can join the fellowship.
00:04:06>> Good afternoon.
00:04:08I would like to ask you, how the euro crisis will affect the emerging countries?
00:04:23Macedonia has an arrangement with the imf for 480 million euros.
00:04:29Despite that, at our government is borrowing money on the commercial markets.
00:04:34Do you think that is -- do you plan to come to visit our region in macedonia?
00:04:54Thank you.
00:04:57>> I will wait until my knee is fixed.
00:05:03And then I will get back on the road.
00:05:05On the consequences in southern europe, it is more central and eastern europe.
00:05:14It is the immediate circle that is potentially exposed.
00:05:19That is why it is so important that the europeans do what they are committed to do.
00:05:23But they deliver on their program, the move on with the structural reform as well as sticks to the commitment to each other and to the larger community.
00:05:35That is what we are seeing at the moment.
00:05:38It is important to them, it is important to us, it is important to the likes of macedonia.
00:05:46The linkages between countries in the southern europe -- it is extremely important.
00:05:57Particularly of the banking channels.
00:06:01There are lots of subsidiaries of euro area banks.
00:06:06I think there is a clear community of interest in the euro area doing what it has to do.
00:06:14On the macedonian program, I am not exactly sure where they stand on the review of the program.
00:06:24You know more than I do, david.
00:06:27>> [Inaudible] >> to borrow from the commercial banks?
00:06:33>> [Inaudible] the government is spending that money for the social transfers, but not for capital investment.
00:06:49Do you think this is the right policy at this moment?
00:06:52>> I do not want to pass judgment.
00:06:56I have not verified that with the team.
00:06:57I will reserve my response.
00:07:01We will get back to you, i promise.
00:07:04>> Thank you, everybody.
00:07:44>> The constitutional party held its convention this weekend in nashville, tennessee.
00:07:55This is about 25 minutes.
00:07:59>> Let me call the meeting to order.
00:08:09Thank you.
00:08:12Thank you for coming back in here.
00:08:14It is now my distinct pleasure and honor to introduce the presidential nominee, a candidate for the constitutional party.
00:08:26It is virgil goode.
00:08:31He hails from rocky mount, virginia.
00:08:34, in october 1946.
00:08:42He received his bachelor of arts from the university of richmond.
00:08:51He served in the virginia national guard.
00:08:55He is an attorney by trade.
00:08:57He was elected -- he served as a legislator in the virginia general assembly and the state senate's.
00:09:09He served 12 years as a u.s.
00:09:13Representative in the u.s.
00:09:15Congress.
00:09:15He is married to lucy goode.
00:09:21And they have a daughter.
00:09:22I would point out that with this 12 years service in the u.s.
00:09:28Congress, he served in federal office longer than barack obama or mitt romney combined.
00:09:32[Laughter] with that, for his acceptance speech, let's welcome virgil goode jr.
00:09:42[Applause] >> thank you.
00:09:56[Applause] >> first, I want to say thanks so much to all of you who were targets and supported me and this nomination battle for the presidency of the united states under the constitution party label.
00:10:29When you win by one vote, you know every vote counts.
00:10:35I want to say to those who also ran, it was an honor to be associated.
00:10:54I want to thank john and carol for all they have done over the years for the constitution party.
00:11:00-- Joan and daryl for raleigh have done over the years for the constitution party.
00:11:10[Applause] robbie wells -- thank you.
00:11:30[Applause] the energy and enthusiasm exhibited by robbie wells on this campaign has been tremendous.
00:12:01If he will continue to work with us, if we do not get to the top of the hill this time, we will get to the top of the hill in 2016.
00:12:12[Applause] I also want to recognize san and thank her for her campaign and for sharing with us her life story, which every person should listen to because it is a true pulling yourself up by the bootstraps story under the free enterprise system.
00:12:51Thank you so much.
00:12:52[Applause] I am not sure what the glory is still here, -- laurie is still here, but I want to express my appreciation for having the presence that a radio talk-show host has.
00:13:31I hope I can call her up and get some pointers for jazzing up and going with a few well-placed reasonable zingers that will surely get you on radio d television.
00:13:49[Applause] ron from california, I have to really thank ron.
00:14:04He allowed the california delegation is to vote for me.
00:14:09Thank you very much.
00:14:11Thank you for standing for traditional marriage and for your speech yesterday.
00:14:15[Applause] our party offices have worked very hard in bringing about this convention, getting persons here from all over the country.
00:14:49Our staff persons are in the background, getting little recognition.
00:14:58I think we should give round of applause.
00:15:05[Applause] our party chair is not running again for chair.
00:15:21I want to thank jim -- and i knew right -- and I know I do this on behalf of all of view -- for his personal contributions to this party.
00:15:33He and several others have been mainstays in providing funding over the years to the constitution party.
00:15:41You got to have some funding just to keep the doors open.
00:15:47Thank you so very much.
00:15:48[Applause] I will not list all the party officers, and I know they have all worked hard, but I do want on specifically our treasurer.
00:16:15[Applause] joe has done work in the detail that is needed to have treasurers' reports that are informative, but also comply with all the federal election commission regulations.
00:16:49Joe, thank you for keeping us out of trouble.
00:16:55[Applause] are you ready to take on mitt romney, barack obama, and the establishment in washington, ?
00:17:11If you are, say yes.
00:17:13[Applause] jim mentioned that I served in the u.s. house for 12 years.
00:17:28I did.
00:17:33Peter from louisiana passed me, -- asked me, I know you cast a lot of votes and a lot of them i agree with, but tell me one or two that you may have cast wrong.
00:17:50You remember that, peter?
00:17:55And I did.
00:17:56I made some mistakes.
00:18:02It is not too difficult to do.
00:18:06And on, in par I voted for the patriot act.
00:18:16I know that most in the room are very much opposed to that measure.
00:18:22I want to say that might association with a constitution party over the last three years has given me a better perspective in analyzing legislation from a constitutional viewpoint.
00:18:44And I want to say that I made a mistake in voting for that measure as it applied to u.s.
00:18:52Citizens in this country and to legal permanent residents.
00:18:59I do not favor, although this may not comport with all federal court decisions, extending constitutional rights to persons from foreign countries or those illegally in the united states.
00:19:15[Applause] as president, I would work with the congress to repeal the applications of the patriot act as they apply to u.s. citizens.
00:19:31[Applause] I also voted for support for the troops in afghanistan.
00:19:53I never favored rebuilding the taxpayer money.
00:19:59Like many, who voted yes on those actions early on, i house and senate, you would have very close votes in extending the war in afghanistan.
00:20:18It is time to come home in an orderly and reasonable manner.
00:20:23[Applause] we can talk about some other issues.
00:20:36In most instances, I was right in line with the thought of this party and with a significant number of american citizens.
00:20:48I have a pro-life voting record.
00:20:50[Applause] that distingshes me from president obama, who has one of the most pro-abortion records and positions ever for a president and certainly during his service in the united states senate.
00:21:14I also would like to submit that over time, my pro-life voting record is better than that of mitt romney, who has converted more recently to our position.
00:21:29[Applause] with regard to marriage, I have always supported the proposition that marriage should be between one man and one woman.
00:21:47I was in the virginia senate, house of representatives.
00:21:54If you look closely at president obama's position, you can see that he is moving ever slope directly in a direction of pro- civil unions and pro-homosexual rights.
00:22:15If I am president, I will veto legislation advancing the cause.
00:22:32Second amendment issues, I have always consistently supported the right of the individual to keep and bear arms.
00:22:46One of the first amendment's that I proposed in the u.s.
00:22:50House of representatives was to give that right to citizens of washington, d.c.
00:22:59When we were in the apartment of there, it was against the law for us to have a firearm in our apartment for self protection.
00:23:11Thankfully, that has been , but we need someone in the executive office of this country who has a history of supporting the second amendment and who you know you can count on one and comes to the right of your cells to defend yourself and have a firearm for protection of your person and property.
00:23:35[Applause] house, I was one of the democrats who did not go along with the democratic leadership.
00:24:00Time to vote for our budget resolution.
00:24:02The republican leadership would come by and say, you know, sometimes you just have to vote with us on these on balanced budget resolutions loaded with deficit.
00:24:15I would not go along with them.
00:24:17That was not liked by the senior leadership in either party.
00:24:24Now we are in a situation where 70 trillion and a deficit, under the obama 30 trillion, and under the ryan budget, it is $600 billion.
00:24:50With the constitution party is philosophy and viewpoints, with which I agree, we need to cut now and balance now.
00:25:05[Applause] we must have the courage to cut.
00:25:24From the department of education no child left behind to the department of education and general, we could go on and on, and I would say, look at obama's record and mitt romney's record.
00:25:43Just on those two issues.
00:25:47Education, no child left behind, and foreign aid.
00:25:52I am for slashing and cutting, and they made before taking a paring knife and slicing off just a thin layer of cheese at the top.
00:26:03Obama is not even for that.
00:26:06He wants to throw them out another ream of cheese.
00:26:11Go to it, gang.
00:26:14I was honored to be in ron paul's liberty caucus.
00:26:20I support and audits of the federal reserve.
00:26:24I do not think you will get barack obama or mitt romney to even mention the issue.
00:26:29[Applause] in another area, a big distinction between us and the republicans and democrats is illegaligration and illegal immigration.
00:26:48-- Legal immigration.
00:26:54I cannot thank the national committee of the constitution party enough for having the courage in the face of political correctness to say, we stand with arizona in support of their legislation.
00:27:12If I am president, you would not have eric colder as attorney general, -- eric holder as attorney general.
00:27:25Our attorney general would go and be of friend-of-the-court let's uphold what arizona and alabama are doing to control their immigration.
00:27:38[Applause] I said during our campaign, i want to thank robbie wells for having this position, calling for a moratorium, with a few exceptions, on the continuing issuing of green cards when we have unemployment between 8 and 9%.
00:28:132 million green cards were issued.
00:28:20A significant number work to working age individuals.
00:28:26One we have american citizens that need work, you should not be bringing an so many from foreign nations to take jobs that our citizens have longed for and indeed so they can get off the unemployment line before we extend the benefits -- the benefits of this country to those from other countries.
00:28:49It is time to put the american worker first.
00:28:53[Applause] in the house, I was always a supporter of ending diversity visas.
00:29:1050,000 Persons per year that can come in on a lottery system.
00:29:15You can be from the middle east, africa, asia, where ever.
00:29:21Even though you are nowhere near the front of the legal immigration line, you apply for the diversity visa pool, and you get into that lottery system, and they pull your number, in you come.
00:29:39Why bring in so many persons, many of you are working age, when unemployment is so high?
00:29:49It is the wrong course for the nation.
00:29:52If I am president, I will sign an work for the legislation to end those of diversity visas.
00:30:00[Applause] and other big distinction between myself and president obama and likely candidate mitt romney, I do not support automatic birthright citizenship for the children of illegals in this country.
00:30:26[Applause] eliminating automatic birthright citizenship would also significantly help the budgetary situation of the united states and of several other states.
00:30:48You should not be able to comment, have a child in this country, get food stamps, get public assistance, medicaid, and some other type of public all that is being paid for by long-term citizens who are paying taxes.
00:31:14We need to end that practice, whether it is by statute or by constitutional amendment.
00:31:22I do not know of another country in the world that is that liberal with regard to illegal aliens having children in their native country.
00:31:36We have one of the most liberal immigration, may be the most common in the world.
00:31:42We need to turn that upside- down.
00:31:45If we do, our budget situation will be enhanced to.
00:31:54Most importantly, as my campaign literature says, we need to save america by focusing on the fact that citizenship should matter and should count for something.
00:32:18The last thing I'd want to mention as a key distinction between myself and candid mitt romney and candid it obama, campaign fund-raising.
00:32:33They are hawks and they are adept at getting $10,000 for the primary and the general election and really sharp at getting big money from big pacs.
00:33:07No donation over $200 and no pac contribution.
00:33:14It is time the average citizen had the same choice as the head of -- oracle of omaha, the head of google, and the head of facebook.
00:33:28Let's stand up for the avege citizen and not the special few.
00:33:33Let me and the constitution party ticket in 2012 and we will give america the change that it needs, and it will not be the barack obama change of 2008.

00:34:10Then, imf managing director kristine a guard.
